Action under consideration

 The Administration recommends that the Board of Education authorize The School District of Philadelphia, through the Superintendent or his designee, to execute and perform a contract, subject to funding, as follows: 

 With:
Philadelphia Outward Bound School (POBS) 

 Purpose: 
To provide leadership and character development, teamwork, communication skills, and service learning, through adventure-based experiential education.

 Start date: 7/1/2019

 End date: 6/30/2022
 Compensation not to exceed: $163,000.00 
 Location: 

Various proposed schools for each fiscal year, which reflect past participation and expected future participation. The schools include, but are not limited to:

 Description:

As the leader in experiential and outdoor education, Outward Bound helps students of all ages and walks of life discover strength of character and an aptitude for leadership needed to be of service to others in neighborhoods and communities worldwide. Outward Bound offers thousands of courses to individuals and groups across the US and internationally. The four core value areas by which Outward Bound educates and works, and which are central to each program, are compassion, integrity, excellence, and inclusion and diversity.

 

From its base at the new Discovery Center in Fairmount Park, the Philadelphia Outward Bound School (POBS) builds leadership capacity and provides students, educators, young adults and community members with opportunities to develop a better understanding of their capabilities and value to their community. POBS changes lives by offering carefully structured, challenging experiences that enhance leadership, self-esteem, self-reliance, concern for others, service to the community and care for the environment. Using innovative instructional practices in urban and wilderness environments, POBS programs inspire young people to make positive choices for their futures as members and leaders in their educational, neighborhood, and family communities.

 

Currently, for FY2018-19, POBS operates a 9th Grade Academy Program in partnership with various District schools to support the unique needs of freshman students in 9th Grade Academies, which is covered under a separate contract.

 

This Action Item provides for a three-year contract (Year 1: 2019-20, Year 2: 2020-21, and Year 3: 2021-22), through which POBS will provide substantial financial aid scholarships to offset the cost to District schools for students to participate in POBS programs.  We expect that partnerships will happen with varying schools each school year based on school needs and their program plans.
