The School District of Philadelphia's (District) Department of Transportation Services is seeking a continuation of the contracts with the Own Bus vendors. These are contracts with multiple charter, nonpublic, and approved private schools to transport their students, who are eligible for vehicle transportation to and from school. The District benefits from this arrangement because schools that operate their vehicles and on average, charge less than other transportation vendors that provide the same service. Schools prefer the arrangement because it enables direct coordination to meet the specific needs of their students. We seek to increase the contract by $15,347,589 for two years to allow Transportation Services to maintain its current level of service. Also, the increase and extension of the contract allow additional time to expand outreach efforts to other schools that wish to participate in the Request for Qualifications (RFQ) process, which will be released in FY25.
This continuation directly supports the Board of Education's Guardrail 1. The success of the continuation of the Own Bus contracts will be measured by the ability of each of the schools to transport all students eligible for bus transportation who attend their schools from FY24 through FY25. In prior years, the success of the Own Bus contracts was measured by the schools' successfully transporting up to 1,129 of their students.
