 The Administration recommends that the Board of Education authorize The School District of Philadelphia, through the Superintendent or his designee, to execute and perform an amendment of a contract, subject to funding, as follows:

Professional Services to implement the Oracle Cloud Enterprise Resource Planning (ERP) Solution

 Original Start Date:  4/1/2018

 Current End Date:  6/30/2028

 Currently Authorized Compensation:  $75,080,000

 Additional Compensation: 
 All vendors will be paid from the additional not to exceed aggregate amount of $3,502,000


 Total New Compensation:  $78,582,000

 Description:
  1. Why is this contract needed?

The District seeks authority to increase the amount for one or more components of the enterprise resource planning solution. The additional costs are for project management, solution configuration, system testing and system training and oracle-specific technology expertise. The cost increase is a result of a change in the implementation timeline, with an HCM and Payroll module new projected implementation date of December 18, 2023. The Budget module projected timeline would be October 2024. 


The District's Oracle software licenses are through June 30, 2028. Due to the required go-live changes, we have re-assessed total project costs and timeline and we are focused on successfully managing the project through completion with this revised approach.



  1. How is this work connected to the District’s plan to achieve Goals & Guardrails?

    1. The District needs to ensure that systems are in place to hire and compensate all staff correctly,  so that staff can provide all of the services to support the goals and guardrails. 


  1. How will the success of this contract be measured?

    1. Success will be measure by launching the new Payroll system and issuing correct checks the first week of January 2024

  2. If this is the continuation of a contract, how has success been measured in the past and what specific information do we have to show that it was successful?

    1. Success has been measured by both the agreed to milestones. Lack of success has been measured by the extended deadline.
