 The Administration recommends that the Board of Education authorize The School District of Philadelphia, through the Superintendent or his designee, to execute and perform an amendment of a contract, subject to funding, as follows:

 Purpose: 

No cost extension of authorization for Temporary staffing to support the implementation of the new ERP, as well as assist during the period post implementation.



 Original Start Date:  1/1/2019

 Current End Date:  8/31/2023

 Amended End Date:  12/31/2024

 Currently Authorized Compensation:  $7,950,000

 Description:
  1. Why is this contract needed?

The District is extending the launch data of the new Oracle ERP (Enterprise Resource Planning) specially for the Payroll, Budget and core Human Resource components. The duration and costs of these contracts are being extended due to the extension of the timeline for implementation of the new ERP and additional authorization for funding is required.


This new launch date requires continued dedicated subject matter experts from multiple administrative offices. These subject matter experts are dedicating significant work hours to the implementation project. In order to ensure that routine work will continue to be accomplished during the project, periodic temporary staffing may be required.

 

  1. How is this work connected to the District’s plan to achieve Goals & Guardrails?

    1. In order to ensure District staff can focus on the Goals and Guardrails, as well as launch the new payroll system, the District must continue to bring in temporary contractors.

  2. How will the success of this contract be measured?

    1. The intent is for the District staff in conjunction with the ERP vendors to be able to focus on this work to launch the new payroll/ core HR (HCM), as well as the budget module in the next fiscal year. 

  3. If this is the continuation of a contract, how has success been measured in the past and what specific information do we have to show that it was successful?

    1. Success of these contracts has been measured by the quality of the output by the contracted support. If quality work is not being produced, changes to the contract have been made.
