 The Administration recommends that the Board of Education authorize The School District of Philadelphia, through the Superintendent or his designee, to execute and perform an amendment of a contract, subject to funding, as follows:

To support the School District’s efforts to comply with laws and regulations concerning asbestos management and lead in drinking water

 Description:

This action item will allow the District to amend the current contract with DeLuca Advisory & Consulting Services (DLA) to change the structure of the original contract from a one-year contract with two one-year renewal options to a three-year contract. DLA was initially retained to oversee and execute the implementation of a Corrective Action Plan (CAP) designed to improve AHERA management and AHERA compliance within the Office of Environmental Management and Services (OEMS). The duration for the CAP execution was unknown at that time, and therefore a one-year contract with two one-year options was proposed. Based upon the work completed to date on the CAP, additional immediate needs have been identified, and a more refined completion date has been established; therefore, a not to exceed contract with a termination date is more appropriate. The increased costs included in this contract include the augmentation of OEMS staff that fill immediate staffing vacancies, which have been challenging. These positions will manage key functions of the Asbestos Hazard Emergency Response Act (AHERA) contract and the execution of the related actions funded with the recently awarded $5 million Environmental Protection Agency (EPA) Grant.
