 The Administration recommends that the Board of Education authorize The School District of Philadelphia, through the Superintendent or his designee, to execute and perform an amendment of a contract, subject to funding, as follows:

To support the School District’s efforts to continue its professional water testing program and execute the recently awarded Environmental Protection Agency (EPA) Water Infrastructure Improvements for the Nation Act (WIIN Act) Grant

 Description:

This action item will allow the District to amend, extend, and increase the value of the current contract with Terraphase Engineering to provide professional water testing program management services, and to  execute the scope of work identified in the recently awarded EPA grant. The EPA grant specifically contemplates capitalizing on our existing relationship with Terraphase, to continue providing professional water testing program management services and installing filtered hydration stations, and expeditiously increase the pace of hydration station installations across District-owned schools. This contract supports the EPA grant focused on reducing lead exposure to children in drinking water by testing all drinking water outlets per the City of Philadelphia, Bill No.160618, Section A-703.1, and the installation of filtered hydration stations in school facilities at a rate of one hydration station per 100 students with a minimum of one hydration station per floor. The success of this contract will be obtained by completing the installation of filtered hydration stations by 2025, as described in the Board presentation on Guardrail 1.2 on November 17, 2022.


This work supports Board Guardrail 1 to provide safe, healthy and welcoming learning environments for all students.
