To deliver on our promise to provide all students an education that allows them to thrive, succeed and lead in a global society, we must identify what great teachers and leaders are, evaluate teachers and leaders against core competencies and skills, and provide teachers and leaders with targeted professional development.
The Educator Effectiveness System established a statewide, comprehensive rating system for teachers, administrators and non-teaching professional employees based on traditional classroom observations and multiple measures of student achievement. Every year, the School District of Philadelphia (the District) evaluates and develops over 300 school leaders, 9,000 teachers, and 800 non-instructional staff members. Act 13 of 2020 (Act 13), which revised the Educator Effectiveness process used to evaluate professional employees in PreK-12 education across Pennsylvania beginning in the 2021-22 school year, requires that all educators are evaluated on multiple measures of effectiveness. Furthermore, Act 13 requires that the District establish and maintain a permanent record system containing ratings for each employee, as well as regular reporting of aggregate evaluation data results to the Pennsylvania Department of Education. To comply with these regulations, and facilitate a timely, high-quality educator evaluation system, the District requires a proven technology solution.
PowerSchool Group, LLC. provides the District with a platform to deliver critical compliance training and role-specific online learning opportunities along with subsequent tracking. Examples of training include Act 126, Act 71, District Policy 252, and Threat Assessment Training for school staff. In addition, the District is now able to create its own online learning content that is directly compatible with PowerSchool Group, LLC. technical specifications to enhance professional learning across many content areas and groups of stakeholders. This functionality provides flexibility and customization to meet the needs of the District. Furthermore, the District serves as an Act 48 hour provider with the Pennsylvania Department of Education to ensure educators earn their continuing education hours to maintain active certificates. PowerSchool Group, LLC. provides a way to track and export this data to the state.
