Action under consideration

 The Administration recommends that the Board of Education authorize The School District of Philadelphia, through the Superintendent or his designee, to execute and perform an amendment of a contract, subject to funding, as follows:

 Purpose: 
To increase funding of contracts under GSC-022 for boiler burner services and repairs

 Original Start Date:  7/1/2020

 Current End Date:  7/31/2023

 Amended End Date:  7/31/2023

 Currently Authorized Compensation:  $3,000,000

 Additional Compensation: 
All entities will be paid out of the additional aggregate amount not to exceed $1,200,000 and new total aggregate amount not to exceed $4,200,000.


 Total New Compensation:  $4,200,000

 Description:

The Office of Facilities and Management Services requires support for repairs and service of the boiler burner equipment in various School District buildings. Maintenance and service of boiler burner equipment is essential to provide and maintain heat in District facilities. These contractors are utilized in all schools as needed based on work orders placed for various repairs. The original award is $3,000,000 and a total of $2,685,471 has been spent in FY21 and FY22, leaving a balance of $314,529 to be spent in FY23.

 

The request for additional funding is due in part to rising material costs (over 30%) and increased scope of work to include oil tank and line maintenance. This contract is also being used in a coordinated effort with the oil tank cleaning general service contract to ensure comprehensive tank cleaning. Larger scale projects were also completed which adversely impacted the original funding request.

 

The contractors were selected through a competitive quote process and will be assigned work by the Office of Facilities Management and Services, who will monitor the work for quality and completeness.

 

The additional funding will support Guardrail – 1: Every school will be a safe, welcoming, and healthy place where all students, staff, and community want to be and learn each day.
