 The Administration recommends that the Board of Education authorize The School District of Philadelphia, through the Superintendent or his designee, to execute and perform a contract, subject to funding, as follows:

Various pre-qualified professional services firms pursuant to the General Services Administration (GSA) Schedule 70 master contract

To provide supplemental Information Technology professional and application services on an as-needed basis

 Compensation not to exceed: $4,500,000

All entities will be paid out of the aggregate amount not to exceed $4,500,000.

 Description:

This award represents an annual authorization to utilize the federal GSA IT Schedule 70 master contract that allows the Office of Information Technology to acquire on-demand IT professional services for large-scale systems modernization projects to supplement the department's resources and expertise at various times throughout the year and for various types of projects. This contract award will establish a continued source for efficiently securing temporary IT staffing resources on an as-needed basis, when it would otherwise be difficult to attract, and/or cost ineffective to hire for short durations, full-time employees in these highly specialized areas. Such projects will include the Student Information System (SIS), Oracle systems, website and web-based applications, Instructional Software Integration Platforms, IT security services, Facilities and Operations Resource Management, and Transportation Management System.

 

This award will facilitate the quick and efficient acquisition of professional IT services in specialized areas of project management, application development, database, maintenance, technical design and systems engineering. This contract award is being made via the federal GSA Schedule 70 series contract, including #GS-35F and #GS-21F. There are currently over 4,600 vendors in total on the GSA contract that have been pre-vetted, pre-qualified, and with whom rates have been competitively solicited, for a wide range of products/services/platforms in specific service categories and areas of expertise. GSA contractors, when applicable, are designated with accredited M/WBE status when validated by the GSA. Funding for any resources that are acquired through this award will come from the individual project budgets to which they are associated and only as needed.
