The Administration recommends that the Board of Education authorize The School District of Philadelphia, through the Superintendent or his designee, to execute and perform a license agreement, as follows:

 

 With:

 Community College of Philadelphia

 

 Purpose: To facilitate the Community College of Philadelphia's use of the welding lab, theory classroom, and office space at the Center for Advanced Manufacturing and Engineering Programs at Benjamin Franklin High School

 

 Start Date: 2/1/2022

 

End Date: 12/31/2022

Description:

 In September 2015, the School District officially opened the Center for Advanced Manufacturing and Engineering (C.A.M.E) at Ben Franklin High School (BFHS) as part of its Career and Technical Education (CTE) program. The Center was designed to build experience for participating students by reflecting industry standards, including facility layout, standard equipment, supplies and training needs. The Center was also intended to provide Advanced Manufacturing training to CTE students to prepare them for post-secondary success and access to manufacturing pathways.

 

 The School Reform Commission (SRC) previously approved an agreement with Community College of Philadelphia (CCP) to educate CCP students using space at the C.A.M.E. Center. In January 2016, the School District entered into a license agreement with CCP to concurrently and commonly use and occupy the Center from January 1, 2016 through December 31, 2016, and during any renewals.   The last license agreement for CCP’s use of the Center expired on June 30, 2019.

 

 The School District is seeking authorization to enter into a new license agreement with CCP, for CCP's use of approximately 10,000 square feet of space, including a welding lab, theory classroom, and office space, at the C.A.M.E. Center. CCP will pay fees of $410/session for weekdays, from 4:00 p.m. to 9:00 p.m., and $694 for half-day (five hour) and $1,100/full day (8:00 a.m. to 4:00 p.m.) weekend sessions. CCP will pay these fees monthly to cover the School District’s operating costs for all utilities, building cleaning, engineer, maintenance, school safety, and trash pick-up.

 

 CCP will use the instructional equipment, furniture, including workstations located in the C.A.M.E., for students attending CCP. Staff utilizing this space have been thoroughly trained on how to properly use instructional equipment. CCP staff and participants will be responsible for cleaning and wiping down all workstations, desks and equipment, and for ensuring that all trash and debris will be placed in appropriate containers at the end of each class. CTE will provide the necessary cleaning implements (rags, dust brushes, brooms and appropriate industry certified containers) for all waste and trash. The laboratory and shop licensing fees include the use of the equipment and technology as well as necessary storage space for tools and consumable supplies. CCP will be responsible for the purchase and supply of all general hand tools, consumable materials, textbooks, office supplies, and any laptop computers needed for CCP to conduct its program. Desktop computers in the shop and lab may be used by CCP and they will be maintained, used and stored appropriately. The charges for use of the labs and workshops include service contracts, which CTE will contract with vendors to provide maintenance and repairs as needed for any equipment. In the case of negligence or malicious damage by participants in the CCP program, CCP will be responsible for all costs for repairs and replacement.

 

 Funds received through this agreement will be distributed in the following manner: fees for operating cost will go to the General Fund for use of the facility and maintenance; and fees for the laboratory and shop will be placed in a dedicated fund, to be assessed and  used by CTE for the maintenance and continual upgrade of the C.A.M.E. program.
