Action under consideration

 The Administration recommends that the Board of Education authorize The School District of Philadelphia, through the Superintendent or his designee, to execute and perform an amendment of a contract, subject to funding, as follows:

 Description:

This contract amendment is needed because the term is nearing expiration and it is important to have uninterrupted coverage for the District’s data validation tool.

 

The District has been utilizing Certify software since 2018 to identify errors in record keeping as well as to flag instances where students are not matched with appropriate services. There are currently 150 rules in place, which identify data quality issues across multiple areas, including  enrollment, student demographics, attendance, special education compliance, credits/GPA, English Learner status, and disciplinary records.

 

Weekly scorecards, detailing errors, are sent to school principals and administrative staff, and they are asked to take appropriate action. They are also provided with training.  Rules are continuously being developed based on feedback from various District offices. The process results in better record keeping as well as improved services for students. 

 

Success of this contract is measured by an increase in the number of data quality rules in place, a reduction in the number of errors per rule, and increased user training. Some examples of error reduction are:

 

·         Out-of-school suspension records must have the correct absence code (over 5,0000 errors for 2019-20 compared to fewer than 1,000 errors for SY 2020-21)

 

·         Federal and state race designations on student records must align (over 3,300 errors in 2019-20 compared to fewer than 50 errors for 2020-21)

 

This contract supports Goals and Guardrails because accurate data on students and schools is the foundation of our progress monitoring process, particularly as we look at performance and progress across schools and student groups. 

 

We plan to conduct an RFP for a new contract for data validation services that will have a start date of July 1, 2023.
