The Administration recommends that the Board of Education authorize The School District of Philadelphia, through the Superintendent or his designee, to execute and perform a contract, subject to funding, as follows:

 With:
Mobilease Modular, Inc.

 Purpose:
Contract for three modular classrooms at Thomas Holme Elementary School and three modular classrooms at Thomas Pollock Elementary School

 Start date: 4/23/2021

 End date: 6/30/2023
 Compensation not to exceed: $500,000
 Location:
Holme, Thomas School; Pollock, Robert B. School

 Renewal Options:  No

 Description:

In June 2019, the Board approved the construction of a new K-8 elementary school (a.k.a. New School on Ryan Avenue), which was part of a broader strategy to relieve overcrowding and expand school capacity throughout the Lincoln High School catchment area, which includes JH Brown, Forrest, Holme, Mayfair, and Pollock.  As part of that broader strategy, Holme and Pollock will be expanding from their current grade configuration of K-6 to K-8 over the next two school years.  In SY21-22, both schools will add 7th grade and then, in SY22-23, they will add 8th grade.

In order to accommodate the incoming 7th graders at both schools this Fall, the District is seeking Board approval to place modular facilities at each campus as the Office of Capital Programs plans for permanent improvements at each location.

The grade configuration changes for Holme and Pollock will be noted in the annual School Organization File which the District sends to the Department of Education every July pursuant to Section 10-1006 of the Public School Code. The Board is expected to review and vote on the annual School Organization File at its Action Meeting on June 24, 2021.

Goals and Guardrails:
