 The Administration recommends that the Board of Education authorize The School District of Philadelphia, through the Superintendent or his designee, to execute and perform an amendment of a contract, subject to funding, as follows:

 Description:

The Office of Transportation Services manages contracts with charter, nonpublic, and approved private schools to transport their own students who are eligible for school bus transportation to and from school. The District benefits from this arrangement because schools operate their own vehicles and on average charge less than other to/from bus vendors. Schools prefer the arrangement because they directly manage the assigned staff and can meet the specific needs of their students.


The schools listed in this action item are responsible for daily operations, including securing school vehicles, hiring bus drivers and bus attendants, and adhering to state and District policies. Employee background checks and approvals are also completed by Transportation prior to the start of services. Transportation Services has completed discussions with each school and is seeking approval for a one-year extension of the existing contracts. Approval of the extension allows Transportation to maintain the current level of service without incurring significant cost increases by putting a bid out to the market. It also gives Transportation additional time to expand outreach efforts to additional schools that wish to participate in the Request for Qualifications process. By contracting with schools who provide their own busing, the District is able to ensure service for approximately 1,020 eligible students attending these charter and non-public schools. The schools are in compliance with their contracts. They self manage their routes and customer service issues. In addition, they monitor their staff credential background checks and conduct annual vehicle inspections.
