Action under consideration

 The Administration recommends that the Board of Education authorize The School District of Philadelphia, through the Superintendent or his designee, to execute and perform a contract, subject to funding, as follows: 

 With:
Independence Blue Cross/Future Scripts 

 Purpose: 

To provide a comprehensive and competitively priced Medical and Pharmacy Program for all eligible employees, managing and containing current and future costs without sacrificing quality or employee satisfaction


 Start date: 7/1/2021

 End date: 6/30/2024
 Compensation not to exceed: $575,000,000 
 Separate Compensation by Vendor:
Costs based on an employee enrollment count of 15,045 for Medical and 1,842 for Pharmacy and reflect administration and claims payment.

 Description:

The School District uses a Third Party Administrator to provide a comprehensive and competitively priced Medical and Pharmacy Program for its self-insured medical program for non-represented employees of the School District, employees of the District who are members of Philadelphia Federation of Teachers, Commonwealth Association of School Administrators/Teamsters Local 502, School Police Association of Philadelphia, Local 634 Unite Here!, and employees who have separated from service from the School District under the District's COBRA program and PA Acts 110/43. The Independence Blue Cross (IBC) distinguishes itself with competitive provider discounts, superior provider access, competitive fixed fees to cover claims processing, member and benefit plan support, prescription drug administration and data warehouse integration.
