The Administration recommends that the Board of Education ratify the execution and performance of a contract by The School District of Philadelphia, through the Superintendent or his designee, subject to funding, as follows:
With: Advant-EDGE Solutions of Middle Atlantic, Inc.
Purpose: To provide for the removal and disposal of medical waste in school buildings as a result of on-site rapid antigen testing for the COVID-19 virus
Start Date: 2/22/2021
End Date: 6/30/2021
Compensation not to exceed: $81,300
Location (s):
All Schools
Description:
To increase the safety and protection of students and reduce the risk of COVID-19 transmission in School District of Philadelphia schools, and a subset of non-public schools in Philadelphia, the School District is conducting symptomatic and asymptomatic COVID-19 testing of students attending hybrid learning or full in-person instruction. The Children’s Hospital of Philadelphia has allocated Abbott BinaxNOW rapid point-of-care antigen tests and CUE Health rapid molecular tests to the School District to support COVID-19 testing. These tests are available to support testing in schools during the 2020-2021 school year. Any entity conducting COVID-19 testing must follow proper medical waste handling and disposal guidelines. All components of the BinaxNOW test kit, as well as gloves used by persons administering the test and any grossly contaminated PPE, should be discarded as infectious waste. This is a ratification because the need for biohazardous waste removal services began with the opening of the regional centers in late January.
