Title: Acceptance of a Donation from Cognitopia – Web-based Special Education Transition Curriculum and Student Program (Donation valued at $132,000)

Action under consideration

 The Administration recommends that the Board of Education authorize The School District of Philadelphia, through the Superintendent or his designee, to accept a Donation as follows:

 From:
Assistech Systems, Inc. (Cognitopia) 

 Purpose: 
Web-based transition curriculum and services for students with disabilities

 Donation Start Date:  2/26/2021

 Donation End Date:  6/30/2022 

 Value of Donation for an amount up to: $132,000 

 Donated Items: Student and teacher licensed user access to the Cognitopia web-based transition curriculum and program with instructional materials, training, progress monitoiring, and supports

 Justification of Donation:  Accepting this donation from Cognitopia means that approximately 1,000 students with disabilities and their teachers will receive a required research-based and highly effective transition curriculum and instructional program at no cost to the District. 
 Location: 
15 High Schools selected by the Office of Specialized Services, based on student population, need, and teacher collaboration


 Description:
The Individuals with Disabilities Education Act (IDEA), requires students with disabilities ages 14 to 21 years old to receive transition services. The Office of Specialized Services recommends that the Board of Education accept a donation from Cognitopia valued at $132,000 for a web-based transition curriculum designed to prepare students with disabilities for independent adult living, post-secondary education, and employment. Cognitopia’s comprehensive transition curriculum includes instructional materials, student activities and robust progress monitoring. The Office of Specialized Services carefully evaluated the Cognitopia program and determined that it is a highly effective and easily accessible tool for helping students with disabilities transition from school to independent adult living. Students can continue to use Cognitopia after graduation which enables ongoing transition tracking post high school as required by the Pennsylvania State Performance Plan.

The Cognitopia web-based applications are aligned with IDEA and with the Board of Education’s commitment that the District provide all students with the tools to thrive, succeed and lead in a global society, and that every student graduates ready for college and careers. The Cognitopia program will help accomplish this mission by providing students with severe disabilities the tools to develop the transition skills critical for post-graduation success.

CVS Pharmacy made possible this donation by directly funding Cognitopia for use by the District. The Office of Academic Support will consider future continued funding of Cognitopia based on student outcomes and program success.
