The Administration recommends that the Board of Education ratify the execution and performance of a contract by The School District of Philadelphia, through the Superintendent or his designee, subject to funding, as follows:

Description:
Dr. Nancy McGinley, Managing Consultant at Common Ground Leadership Project, provided 25 hours of strategic consultation to the Office of Academic Supports in support of review of District curriculum. Dr. McGinley, among other things, compared differences between the District and other large cities in 2009 versus 2019, began designing a framework for mobilizing cross functional work teams, assembled sample instructional models and support documents for staff, and reviewed curriculum review materials to advise on organizational structures that would best align to the work ahead. This ratification is requested in order to process existing invoices from Dr. McGinley which should have been approved through the District's limited contract process but were not because of a misunderstanding between the contractor and the Office of Academic Supports. In the future, it is understood that the engagement of contractors must be done through proper means, including prior LCA or Board of Education authorization.
