The Administration recommends that the Board of Education ratify the execution and performance of a contract by The School District of Philadelphia, through the Superintendent or his designee, subject to funding, as follows:

Purpose: To promote student reading growth and family engagement through teacher-led literacy workshops

Start Date: 8/26/2019

End Date: 6/12/2020

Compensation not to exceed: $2,500

Location(s): John Welsh Elementary School

Description: John Welsh started a limited contract agreement with the Springboard Collaborative to promote student reading growth and family engagement.  However, there was a delay in securing the appropriate paperwork from the contractor, as well as an extended discrepancy with split funding the project from the school budget.  As a result, the contract approval process was delayed, and work associated with the contract resumed before the contract was fully executed.  This ratification is required due to a mistake by John Welsh in not securing the paperwork from the contractor in a timely fashion, and conflict related to funding sources. In the future, it is understood that no further engagement of contractors by the school will be made without prior Board of Education approval.

Anchor Goal(s) Supported: 100% of 8-year olds will read on or above grade level.
