Title: Contract with Elwyn – Additional Year of Early Intervention Services for Eligible Students ($3,200,000)

The Administration recommends that the Board of Education, acting in its capacity as Board of Directors of Philadelphia Intermediate Unit No. 26 (IU 26), authorize IU 26, through the Executive Director or his designee, to execute and perform a contract, subject to funding, as follows:

 

With: 

 Elwyn of Pennsylvania and Delaware

 

Purpose: 

To provide an additional year of early intervention services with Elwyn for eligible children

 

Start Date: 7/1/2020

 

End Date: 6/30/2021

 

Compensation not to exceed: $3,200,000

 

Location(s): Elwyn and Elwyn approved Philadelphia citywide early intervention services sites 

 

Description:

The Pennsylvania Department of Education (PDE) chose Elwyn as the primary provider of early intervention services for eligible Philadelphia resident children between the ages of three to five, and entered into a MAWA (Mutually Agreed Upon Written Agreement) with Elwyn to provide these services. Early intervention services are available through Elwyn for children determined to have developmental delays during the years prior to their eligibility for kindergarten or first grade. The District is legally required to reimburse Elwyn for the provision of early intervention services for children who are eligible to enter kindergarten or first grade, but whose parents request that they remain in their Elwyn early intervention program for an additional year. There has been a significant increase over the last three years in the number of children whose parents are opting for them to remain in Elwyn early intervention programs for an additional year, rather than enrolling in their children in kindergarten or first grade.  The District projects that approximately 200 children will remain with Elwyn for an additional year of early intervention services in the 2020-2021 school year. The PA Department of Education is responsible for making determinations annually about the performance and compliance of every MAWA holder, including Elwyn.
