| The Administration recommends that the Board of Education authorize The School District of Philadelphia, through the Superintendent or his designee, to execute and perform a contract, subject to funding, as follows:

The School District utilizes a Third Party Administrator for administrative services for a fully-insured dental insurance program for non-represented employees of the School District, employees of the District who are members of Commonwealth Association of School Administrators/ Teamsters Local 502 and School Police Association of Philadelphia, and employees who have separated from service from the School District under the District's COBRA program and PA Acts 110/43. The School District continuously seeks to ensure the offering of high-quality benefits, including dental care, that also provides for the fiscal health of the School District. After a review of all interested vendors, the School District finds that Cigna Health and Life Insurance Company's dental program will offer an extensive, quality-reviewed provider network, world class member services, member engagement tools, and a focus on oral health, and will increase member utilization and improve whole-person health -- all at a better rate than the School District’s current provider.
