The Office of Facilities and Operations has identified a need for property management services for 440 N. Broad Street. The recommended property management company, ABM Industry Groups, will be responsible for developing and implementing a daily cleaning schedule, managing maintenance service contracts for life safety, mechanical, and electrical systems, and managing conference center reservations and space requests from internal and external users. The total not-to-exceed contract with ABM is $1,400,000 with built in cost of living and consumer price index adjustments for the term of the contract. The fixed budget for property management services is valued at $764,920 that includes personnel and contracted services. Facilities is including a contingency of $635,080 to cover internal staff moves and cubicle renovations. The contract with ABM represents a savings of 8.9% from the current property management contract.
A portion of this contract award will also permit the Office of Information Technology to provide ongoing preventive maintenance, inspections, and break/fix repair on an as-needed basis, of the electrical and mechanical systems required to support technology infrastructure in all schools and administrative facilities. Specifically, maintenance, inspection/certification and repair will be performed on the ancillary systems that support telecommunications or “tele-data” rooms including HVAC, fire detection/suppression, electrical generators, battery backup, and security. The value of these services is $330,000 for the term of the contract.
Finally, ABM will complete a renovation project in the Superintendent’s Offices to more efficiently use the space for all current staff members and open positions and create a more collaborative work environment. The scope of work includes demolition of eleven (11) offices, two (2) conference spaces, and seven (7) works spaces and partial demolition of one (1) office, one (1) storage, one (1) kitchen, and two (2) walls to create open and collaborative meeting spaces. This renovation project supports each of the District Anchor Goals by providing adequate work and collaborative meeting spaces for members of the District’s senior leadership team to ensure the effective operations of the organization and continued improvement of student outcomes. Success of the renovation project will be measured by the contractor's ability to perform the scope of work within the required project budget and time frame.
Contracting for these services supports the Division of Operations goal of ensuring all students have safe, healthy learning environments. The Office of Facilities will require monthly reports from the recommended vendor that details the costs and services provided in the building.
